Useful stuff in there, but I don't see why it should be put into a SECURITY.md file, and it probably needs to be discussed/fine tuned. This looks like something @michaelfolkson was working on earlier.
(I can't quite tell if this is just spam copy-paste or if it is a genuine proposal. Apologies if it is the latter.)
