Should a reference implementation be added to this BIP? Per BIP2, the reference implementation must be completed before a BIP can become Final.

Neither 44, 49, nor 84 have reference implementations. I'm not even sure what a reference implementation of this would even look like as it's just defining things for BIP 32.
