   Update broken fc16.ifca.ai link to working Internet Archive URL in bip-0347.mediawiki

   • Replace http://fc16.ifca.ai/bitcoin/papers/MES16.pdf with https://web.archive.org/web/20220203124718/https://fc16.ifca.ai/bitcoin/papers/MES16.pdf
   • Fixes reference to Bitcoin Covenants paper by M. Moser, I. Eyal, and E. G. Sirer
   • Ensures the vaults use case documentation remains accessible

   The original fc16.ifca.ai domain is no longer accessible, but the paper is preserved through the Internet Archive.
