BIP353: Advance to Active #1979

   I think this can be advanced to Active as several projects have implemented support.

   BIP 353 has been implemented by Phoenix, Cake Wallet, Sparrow, and CLN. Additionally, some LDK-based and breez-sdk-based projects are working on support.

   (Note that per BIP2, Active status is for process BIPs. Perhaps Final would be more appropriate, here and also BIP 327).
