Hello Rovikin,
The BIP 39 authors no longer accepts additional word lists, they generally restrict themselves to focus only on an English wordlist. I am afraid that I do not know where your wordlist should be submitted eventually, since neither BIP39 nor the WLIPs seem to be looking to incorporate further lists. Perhaps this would be a topic to discuss with other Indonesian Bitcoin users.
For example you could consider writing a separate BIP instead or to publish your wordlist independently.

Hi murch, thank you for the clarification regarding the current policy. I understand the focus on the English wordlist. I will follow your suggestion to publish this independently for the Indonesian community. Closing this PR now.
