The DER specification link in BIP66 seems to be dead.

I could not find the 2008 pdf in any archive pages. Current version is available at the url: https://www.itu.int/rec/T-REC-X.690-201508-I/en but they seem to be ruining these urls with every update, so I changed the url to the listing page.

Optionally info could be added that the BIP is based on the 2008-11 version, but the BIP only touches the basics of the encoding which I think shouldn't change.
