The proposal has been submitted to the bitcoin mailing list on May 11th 2017. https://lists.linuxfoundation.org/pipermail/bitcoin-dev/2017-May/014315.html

Feedback has been received and the proposal has been overhauled.

- Fixed license.
- Added correct BIP nr.
- Removed rule to not set one of the bits if NODE_NETWORK is set
