Given the trend towards reducing BIPs to only listing the reference implementation rather than collecting an unmaintained list of other implementations, this PR may be closed. Will revisit after #1576 has gotten more discussion.

I’m closing this PR, since the "Other Implementations" section was removed via #1581.
