Using the bitcoin gui with a locked wallet and keys in the keypool, creating and labelling a "new" key is not possible

Do you mean with or without keys in the keypool?

Can you be more specific what happens when you try?

I mean with keys in the keypool. When I try the GUI requests I unlock the wallet

    Ok, I understand now.

It works after entering the passphrase?

    Yep

When the wallet is locked, it should be perfectly possible to retrieve a new key from the key pool (unless it's empty).

we must also remember to refill the keypool on unlock

    That already happens automatically, afaik.
