UI: %1 not replaced in the tooltip in Options #11214

Current master, OS X, Qt GUI, Options.

The tooltip over "Open configuration file" shows %1 instead of the config file name:

Huh. I have just received a batch of github updates and this is of course duplicate to #11197.
