tested ACK fadd0c16b6bd62e9d663d906755320ae089e02d3
I ran the test 100 times locally, and didn't hit any failures:
./test_runner.py $(for i in {1..100}; do echo -n 'zapwallettxes.py ' ; done) ... ALL | ✓ Passed | 1096 s (accumulated)(however, running master 100 times also fails to hit the intermittent error, so it's not certain that this resolves the issue)

@jnewbery I think this is only apparent on systems with shared cpu and spinning disk.
