Fix #13432

Remove default -g -O2 flags
Set default CFLAGS, CXXFLAGS to empty 1710c5bdbe

Thses flags seem can be disabled by --disable-maintainer-mode. So close it.

The default is supposed to be -g -O2. This wouldn't be a proper fix for #13432 anyway.
