After #12686 merged, 100M is not enough for debug enabled job. So increase it to 400M (by manual test, 350M is not enough)

I think this is going the wrong way. We deliberately left debug symbols out of travis previously, re-introducing them in #12686 was an oversight. That much cache is unsustainable imo.
What we really want is a version of --enable-debug for c-i which doesn't turn on -gX, as it's just wasted space.
