There is the -fallbackfee configuration:

  -fallbackfee=<amt>
       A fee rate (in BTC/kB) that will be used when fee estimation has
       insufficient data (default: 0.0002)

So why suggest custom fee?

Because of the most of user not be familiar with external parameters and the fee architecture. They just want click "Send" button to send coin when "Fee estimation is currently not possible".

I don't think this a good idea.

Relying on the fallback fee as a default seems more sane... If a users presses "send" when the smart fees are not ready yet, it uses the fallback fee.
