Run bitcoin initialization at lower priority (Windows-only for now) This can be useful for people that run bitcoin at system startup. It is enabled by default in GUI mode and can be enabled in daemon mode by using the -nicestart CLI option.

Miner threads are already low priority, and there seems to be no interest in this feature. I'm going to close.
