If you must, please change this in the historical release notes in master instead: https://github.com/bitcoin/bitcoin/blob/master/doc/release-notes/release-notes-0.18.1.md
0.18.1 final has been tagged and released so these are going to be wiped, there's no point in making changes on the branch.
