Right now the only(?) test we have that exercises interesting fee estimation codepaths is feature_estimate_fee.py. For fee-bumping and other tests it would make sense to allow test authors to quickly construct fluctuating fee scenarios at will.

It doesn't address the issue here (of making mockable estimation), but #26152 does exercise more fee estimation w.r.t. bumping.
