build: mingw32 issues with Qt if depends is built with DEBUG=1 #19266

   On master (8c97780db8c9dd33efed134385573ba97e9cd165):

   0$ make -C depends HOST=x86_64-w64-mingw32 DEBUG=1
   1$ ./autogen.sh
   2$ CONFIG_SITE=$PWD/depends/x86_64-w64-mingw32/share/config.site ./configure
   3...
   4Options used to compile and link:
   5  multiprocess  = no
   6  with wallet   = yes
   7  with gui / qt = no
   8...
   

   Should be fixed by #18298.

   I had a similar issue building depends with mingw32: #18348#issue-580911540

   Edit: and in case you miss it, there was another related issue where they narrowed down the problem to a few possible fixes #17277#issue-513044267
