Startup succeeds with unreadable blk0*.dat files #2038

To reproduce: chmod -r datadir/blocks/blk0*.dat -reindex fails with an error, but bitcoind still starts. I didn't see what it does when it tries to IBD (it didn't try at startup) Expected behaviour: Error and quit.

@luke-jr Is this still happening with current master? I'm not aware of chmod syntax, does -r remove all rights on the blk files?

I don't think anything changed related to this, though I haven't tested.
