As discussed in the book, Working in Public: The Making and Maintenance of Open Source Software (in which "open source" is not hyphenated throughout, as the term seems to indeed have taken on a life of its own in popular usage), the issue of maintainer attention being the scarce resource and of not encouraging extractive drive-by contributions is probably more important.
