net: update signet seeds #23000

I had to reinstall the server that hosts my DNS seed (see #11962) and Signet seed node. This replaces the IPv6 address and also adds an IPv4 address (identical to seed1.testnet.bitcoin.sprovoost.nl).

Alternatively and/or additionally I could spin up a DNS seed for Signet, which only requires a hostname, to avoid future IP address change pull requests.

I was thinking about this as well, can't we add a DNS resolve in between, it's not like it happens very often, but it seems inconvenient to have to update all software everytime there's a server move or such.

I wrote an alternative PR #23021 that introduces a DNS seed. Though if for some reason that takes a long time to merge, this PR could go first. Otherwise feel free to close.
