Fee estimation reliably failing #23709

walletcreatefundedpsbt is consistently failing due to fee estimation, despite being synced to tip.

How long as Bitcoin Core been running?

Not long, a few minutes.

That explains. Bitcoin Core needs generally to be runnig for ~2x as long as the time frame you're aiming to estimate for. In a few minutes time there is no way for it to observe at what feerates observed transactions get confirmed.
