Ability for miners to identify chain splits, and choose what chain to use without the need for a client patch/update. #2762

This would make the process of choosing a chain more democratic, and make resolving a chain split under an attack much quicker and easier to resolve. I'm not sure if there's a flaw to this idea or not. .
