Time adjustment limit should be reduced to 40 #279

Currently the network is allowed to adjust your time by 70 minutes either way. If most of the network is adjusted +70 minutes, and you are adjusted -70 minutes, you will reject all blocks due to the 2-hour rule. Probably you will be stuck in this state for quite some time.

This was never adjusted: https://github.com/bitcoin/bitcoin/blob/master/src/util.cpp#L1278 still uses 70.

However, in the 3 years this issue has been open this has never even generated discussion. It can't be the difficulty of implementing the change holding it back.

Is it still relevant? Should it be changed or should this issue be closed?

I believe that it should be changed to 15 minutes, there is no reason to have the clock wrong.
