Please describe the feature you’d like to see added.

    Address creator outgoing transfer limits.

For purposes including budgeting and security it’s useful to have outgoing transfer limits. These are not available natively with Bitcoin today.

    Describe the solution you’d like

When an address is created, an outgoing transfer limit can be set by the address creator. This limit can never be changed. Nodes enforce the limit through consensus. The limit can be set as at most X amount of Bitcoin per Y blocks. Incoming transfers are unrestricted.

    Describe any alternatives you’ve considered

    • The address creator can set both incoming and outgoing limits.
    • The address creator can set the outgoing limit at any point in time rather than at address creation time.
    • Anyone can set limits.

    Please leave any additional context

Usually the issue tracker is used to track technical issues related to the Bitcoin Core code base. Network-wide consensus and/or P2P changes first need to be discussed with the greater community, e.g. the bitcoin-dev mailing list. Also, they need a BIP to be implemented in Bitcoin Core and other software that connects to the bitcoin P2P network.
