No idea why it passed on the initial pull, but now everything I try fails.
I don't want to spend time on the broken closed-ecosystem GHA nonsense right now, so I'll close this as up for grabs.
Unless someone else fixes this in the meantime, I'll move to a self-hosted runner next month: #28279 (comment)
