Streamline the build process #336

Ideal build process:
```
git clone https://github.com/bitcoin/bitcoin.git .
./configure && make
```
List instructions and build dependencies (packages) for common distros (Debian/Ubuntu, Fedora, etc) in an INSTALL file.

It appears there are already some pull requests out there that may help this:

However, they appear to be lagging behind mainline.
