Just cleaned it up. Need to find a clean system to test it out on. Should build guides replace all the current build notes?

These instructions are already obsolete and won't work.

@luke-jr I've only built on Linux which is 10x easier. I'm starting up a clean VM to try this out. Can you point out what portions are wrong, or perhaps any resources? I'm flying blind, but I think this is needed.

git master uses autoconf to build now, not make+qmake.

Yes. Let's not add more documents. If you have better build instructions for Windows, just replace the current ones.

Many parts are actually still relevant. I believe 3, 3.2, 3.3, 3.4, 4.4, 4.5, 4.6 need updating though.
