Release: Prepare “Open Transifex translations for v31.0” step #34525

   This PR follows our Release Process.

   It is required to open Transifex translations for v31.0, as scheduled in #33607.

   For reference, see the previous similar PR: #33152.

   Note for reviewers:

   To reproduce the diff in the last commit, run:

   0cmake --preset dev-mode
   1cmake --build build_dev_mode --target translate
   

2. Update Transifex slug for 31.x

   Update the Transifex slug to match the new resource created for the
   upcoming 31.x branch.

3. qt: Update the `src/qt/locale/bitcoin_en.xlf` translation source file

   Steps to reproduce the diff on Ubuntu 25.10:
   ```
   cmake --preset dev-mode
