Lower minimum feerate #34658

   Please describe the feature you’d like to see added.

   It would be nice to have lower feerate than 0.1s/vb. I don’t understand the technical details why 0.1 was arbitrary chosen. Would it not be possible to set minimum fee to 1satoshi instead of 0.1s/vb that in the end is about 25 sats depending on the size of the transaction? Also another maybe ignorant question, could it simply be measure in sats or s/vb is necessary?
