This PR adds missing Doxygen (//!) comments to the public methods of the BanMan class in src/banman.h.

While some methods like IsBanned and IsDiscouraged already had documentation, others like Ban, Discourage, Unban, and ClearBanned were undocumented. This improves API readability and consistency.
