The testnet3 DNS seed seed.tbtc.petertodd.net is stuck serving old and static data, perhaps it has no peers or has otherwise gone stale itself somehow.
For a number of days I have only seen it return 37 unique ip addresses (24 ipv4, 13 ipv6) in total, with only 1 (ipv6) node actually contactable.
