contrib: add PIP-2030 Quantum Shield toolset (ML-DSA-65, C++)
Standalone experimental toolset implementing NIST FIPS 204 ML-DSA-65 (CRYSTALS-Dilithium Mode 3 equivalent) via liboqs: - pq-shield: keygen/sign/verify CLI - pq-shield-audit: key size and permission (0600) validation - ctest round-trip, tamper-resistance and permissions tests Additive only; no consensus changes. Foundation for post-quantum signature output experimentation ahead of a Shor-vs-secp256k1 cryptographically relevant quantum computer.
