doc: "How to Upgrade" release notes section is outdated since the `bitcoin` wrapper executable #36431

    The "How to Upgrade" section of the release notes template suggests:

    ... just copy over ... bitcoind/bitcoin-qt (on Linux).

    This seems outdated since #31375, which introduced the bitcoin wrapper executable. Copying only bitcoind/bitcoin-qt would leave the bitcoin wrapper (and the multiprocess binaries in libexec/) at the old version.
