Drop de_AT locale #4054

The Austrian "de_AT" localization should not differ much the German "de" one, however the current version is a result of trolling, where many submitted strings are translated to local dialect, rendering the GUI almost useless for anyone with "de_AT" language selected in their OS.

I had a hard time finding even the Language setting, although I speak this dialect and know bitcoin-qt for a long time now. This is very unprofessional.

Can you check transifex whether this is still the case right now?
