In combination with #2954, a long shutdown allows opening the GUI during the shutdown process, while we display the small shutdown window (don't shutdown your pc while that window is still here...). This leads to a non-wallet display of our GUI, which is likely to irritate users.

Ugh, it should not be possible to re-open the GUI when the shutdown window is visible.
