Whoa this file is out of date.

The reference implementation of Bitcoin is now called Bitcoin Core

The instructions in doc/build-*.md deal with building the entire project, not just bitcoind

The convention is to have a file INSTALL without suffix (like COPYING), so we'll keep it like this.
