Fix smartfees test for change to relay policy #5613

   This test appears to have been broken by #5535.

   All I did was disable the new feature, because it seemed to me like the test was more concerned with thinking of the nodes as miners than exercising the relay policy, and I think this test will be reworked anyway by #5159.

   ACK, including for 0.10.

   Maybe we also want to enable these tests for all PRs? (see qa/pull-tester/rpc-tests.sh)?

   "all these tests" might run into Travis timeout issues -- but any RPC test that takes less than... oh... two minutes to run should probably be in rpc-tests.sh.

   It would be spiffy if longer-running tests were run against HEAD once a day or something...
