You're grouping constants for the P2P network (reject_*), block database constants, as well as policy 'constants' together. I agree with splitting up main but not along these lines.
Please look at the other pulls labeled 'Improvement' first to see what @jtimon and @luke-jr are doing with e.g. trying to separate out policy.
