[Suggestion] move orphan transactions handling from main.cpp #5979

Create API to handle orphan transactions:

stage 1: move existing code to txorphan.{h,cpp} and expose necessary functionality stage 2: refactor to class

Thanks for the suggestion. Various refactoring initiatives are in progress, see the list of pull requests, maybe this could be integrated into one of them.
