Consensus: Refactor: Consensus version of CheckBlockHeader() #6035

   Refactor CheckBlockHeader() to remove all the dependencies that are not suitable for libconsensus. Part of #5995, although maybe it makes sense to expose this function as it is in libconsensus too.
