Add BlockToUniv to eventually replace blockToJSON in src/rpcblockchain.cpp and drop json_spirit.
Initial version of BlockToUniv adapted from src/rpcblockchain.cpp:blockToJSON 9e097eda92

@laanwj right I don't need this for ZMQ but I can fork @jgarzik branch and contribute there.
