build-msw.md exist in v0.9.5rc2. but removed in v0.10.0. I saw all of Commits and files changed, i can not find where removed it. i want to know the reason.

The content was no longer relevant after build system changes, and it was unmaintained. Feel free to bring it up to date and re-submit it.
