0.13: Disable bad chain alerts #8241

   Continuous false positives lead to them being ignored entirely so it's better to disable now until this can be fixed more thoroughly.

   Forward-ported from #7780 (0.12).

   This should go in if #7568 is not resolved before the 0.13.0 release (will move that milestone on to 0.14).

   The discussion was in https://bitcoincore.org/en/meetings/2016/03/31/#bad-chain-alerts that if not fixed the code would be removed entirely in 0.13.0 which I have done in #8275.
