[qa] Refactor RPCTestHandler to prevent TimeoutExpired #8750

   Some users reported issues with subprocess.TimeoutExpired raised in the rpc-tests.py script. This will refactor the code slightly to prevent TimeoutExpired exceptions. Behavior should not change.
