There is intended to be one wallet model per wallet. I don't think there should even be a wallet model if the wallet is disabled.oh, it's static, that makes sense. - laanwj approved

Tested ACK https://github.com/bitcoin/bitcoin/pull/8777/commits/6666ca63791788c951109b87b75c24ca99b917cd Tested with and without -disablewallet, but haven't built in disable-wallet mode. Let's wait for travis.
