Since #7920 qt builds are disabled but cross-mac builds still have them enabled by default. This enables them explicitly so we don't accidentally have travis pass on merges such as https://travis-ci.org/bitcoin/bitcoin/builds/161585407

non-cache qt depends build
It was already cached, but travis could no longer retrieve the cache because I changed an environment variable. (https://docs.travis-ci.com/user/caching/#Caches-and-build-matrices)
