Concept ACK, but wouldn't it be better to add this to the 0.13.1 release notes (on the 0.13 branch)? I'm fairly sure no one will read updated 0.13.0 release notes right now anymore. Publishing this result of the 0.13.0 experiment with ARM executables in 0.13.1, however, would be useful.
