Intermittent timeout on travis #9837

There are timeouts in the make check phase on travis. Sample:

Running test/bitcoin-util-test.py...

make[4]: Entering directory `/home/travis/build/bitcoin/bitcoin/build/bitcoin-x86_64-w64-mingw32/src'

No output has been received in the last 10m0s, this potentially indicates a stalled build or something wrong with the build itself.
