Well, there is clearly a user interest, if somebody paid for it, but it seems like this is subsumed by @gavinandresen 's recent miner/fee proposals.
No apparent dev review interest. I looked over the patch, and technically appears to be correct. I don't object to it, but I think we need a gavin ack/nak here, and he may nak it given other work out there.
